Magazine Overview

Title: The SBI REPORT
Issue: Vol. 3 No. 2
Date: 1981
Publisher: Scientific Bureau of Investigation, Inc.
Country: USA
Document Type: Magazine Issue

This issue of The SBI REPORT, published in 1981, presents a strong stance against government and media suppression of UFO information. The cover features a striking illustration of a UFO over a landscape, with the headline "1981 Could be the year!" The magazine aims to inform the public and encourage support for UFO research organizations.

Editor's Message: "1981 Could Be The Year!"

Editor Pete Mazzola opens the issue with a passionate editorial, criticizing the American public's tendency to "soft-pedal the truth" and accept comforting denials about UFO existence. He argues that major media outlets are controlled by big businesses through advertising, leading to censorship of UFO-related news. Mazzola asserts that "newsletters" (UFO organizational literature) are the only reliable source for the public. He urges all UFO organizational leaders to "wake up the public" and emphasizes the critical need for public support for UFO organizations, stating that "America was built on ideas alone." He implores readers to "SUPPORT THE UFO ORGANIZATION OF YOUR CHOICE" and to "LET YOUR ORGANIZATION REPRESENT YOU...LET IT BE YOUR MOUTHPIECE!"

Call to Action: Petitions and Support

Following up on a previous issue, Mazzola discusses the "PRESENDENTIAL MEMORANDUM" and a petition aimed at securing a Congressional Hearing on UFOs. He notes that the response from American readers was poor compared to overseas readers. He calls for immediate action, asking readers to photocopy and distribute the petition to friends and family, collect signatures, and return them to the SBI. He also encourages readers to talk about UFOs at social gatherings to help normalize the subject and overcome the fear of being ridiculed. Mazzola stresses the importance of supporting any UFO organization, as old methods are becoming obsolete and new approaches are needed. He highlights that organizational leaders are developing new ideas but require membership support to implement them.

Inter-Organizational Cooperation

Mazzola expresses his belief that while mergers between UFO organizations like the SBI, ICUFON, PPCC, APRO, MUFON, CUFOS, and NICAP are unlikely, a "mutual understanding" and "one for all and all for one-type cooperation" will emerge. He proposes a "UFO SUMMIT" in the next issue, calling for major UFO organizations worldwide to collaborate.

Jerome Eden's "The Emotional Plague Versus Orgonomic UFOlogy"

This issue heavily features Jerome Eden and his monograph, "The Emotional Plague Versus Orgonomic UFOlogy." The SBI itself provides a strong endorsement, calling it a "must for all serious UFOlogists" that "finally tells it all: UFOs, Wilhelm Reich, and Orgonomy." Eden's work is described as a "scorching indictment" that exposes "deceptive and obstructive tactics used in UFOlogy to destroy the factual evidence & research of Dr. Reich." The monograph alleges that major governments deliberately censor UFO information, those who reveal the truth are persecuted, and Dr. Wilhelm Reich himself was imprisoned and his books banned. Eden "names names" of those who slander and smear research they cannot tolerate. The 20,000-word monograph is available for $5.00 postpaid from the Planetary Professional Citizens Committee (PPCC).

SBI Operations and Membership

The magazine provides details about the Scientific Bureau of Investigation, Inc. (SBI), including its board of officers and their roles. It outlines membership options, with active memberships costing $15.00/year in the USA and $20.00 elsewhere. Subscription-only rates are $12.00/year in the USA (with discounts for students and senior citizens) and $15.00 for Canada/Mexico. Sample copies are available for $1.50 (USA) and $3.00 (foreign).

The SBI also details its process for analyzing UFO-related evidence, requesting that samples be mailed with a complete story. They offer a "FULL ANALYTICAL CONCLUSIONS REPORT." The organization also seeks donations and corporate sponsorships, offering tax exemptions as an incentive.

Back Issues and Fund Raising

The SBI is actively promoting the sale of its back issues, offering special deals for purchasing multiple copies. They describe their publication as "America's Number 1 UFO magazine" and a "collector's item." The magazine also includes a "Fund Raising" section explaining that the SBI seeks members to help locate corporate or foundation sources for significant contributions, rather than relying on small monthly donations.

Recurring Themes and Editorial Stance

The recurring themes in this issue are the suppression of UFO information by governments and media, the importance of public awareness and support for UFO research organizations, and the critique of tactics used to discredit UFO research, particularly concerning the work of Wilhelm Reich. The editorial stance is one of urgency and advocacy, urging readers to actively participate in promoting UFOlogy and supporting organizations dedicated to the cause. There is a clear emphasis on the need for new approaches and greater cooperation within the UFO community.

This issue of 'A UFOLOGIST'S LIBRARY' (Issue 9) is a compilation of recommended reading for those new to the field of ufology, curated by Jerome Eden. The publication focuses on providing a guide to serious and factual literature on UFOs, distinguishing between genuine research and sensationalism.

The Challenge of Ufological Literature

Jerome Eden opens the issue by acknowledging the difficulty faced by newcomers to ufology due to the overwhelming and often contradictory nature of the available literature. He notes that the field is a mix of fact and fantasy, where charlatans and serious researchers can appear side-by-side. Eden shares his nearly thirty years of experience in collecting and evaluating UFO books, having discarded much of what he initially purchased. He emphasizes the development of a 'nose' to discern credible information from 'ballyhoo' and 'baloney.'

Criteria for Recommended Books

Eden outlines his criteria for selecting books for his personal UFO library. Firstly, a book must be compelling enough to warrant rereading. Secondly, it must add factual material to the subject. He notes that some recommended works are short, while others are more extensive. He also states that while some books may be poorly written, the sincerity of the authors and the importance of their material compensate for any literary shortcomings.

Authors' Dedication and Sacrifice

A common thread among the recommended authors is their serious approach and dedication to truth. Eden highlights that many have 'paid the price' for their research, with some being ridiculed, persecuted, and even dying for their beliefs. Others have faced mockery and ostracism from within the ufology community. He commends their courage and perseverance in the face of opposition.

Recommended Books and Their Focus

Eden then proceeds to list and briefly describe ten books he considers essential for a foundational understanding of ufology:

1. ALIENS FROM SPACE by Major Donald E. Keyhoe (USMC Retired): Published in 1973, this book is presented as essential for understanding the seriousness and widespread nature of the UFO subject, with Keyhoe being a prominent figure.
2. PROJECT WASA (World Authority for Spatial Affairs) by Major Colman S. VonKeviczky: This sourcebook documents the international cover-up regarding UFOs. VonKeviczky is called 'The Father of Global UFOlogy.' It is available from ICUFON Archives for $22.00.
3. SITUATION RED--THE UFO SIEGE by Leonard H. Stringfield: Published in 1977, this is described as the work of a dedicated and serious ufologist with a no-nonsense approach. His earlier work, *INSIDE SAUCER POST...3-0 BLUE*, is also recommended.
4. MYSTERY STALKS THE PRAIRIE by Roberta Donovan and Keith Wolverton: This book ($6.35 softcover) is considered the best single work on UFO involvement in cattle mutilations, documented by a former newswoman and a police officer. Originally published in 1976, it is a classic in its field.
5. QUARTER CENTURY STUDIES OF UFOs--In Florida, North Carolina & Tennessee by George D. Fawcett: A privately published work from 1975, it is packed with UFO sightings of various types, compiled by a quiet and reliable ufologist.
6. FLYING SAUCERS--SERIOUS BUSINESS by Frank Edwards: This paperback, first published in 1966, is by an internationally famous newsman who reported on UFO sightings on his radio programs. Edwards was reportedly fired and later died of a heart attack due to his UFO advocacy.
7. CASEBOOK OF A UFO INVESTIGATOR by Raymond E. Fowler: Published in 1981, this is considered Fowler's best work, showcasing his development as a researcher. It offers factual and sobering material.
8. CONTACT WITH SPACE by Wilhelm Reich: Published in 1957 in a limited edition, this work is considered by Eden to be the single most important volume ever written on UFOs. It details scientific evidence for UFO involvement in planetary development and an 'Interplanetary Battle.' Dr. Reich died in federal prison.
9. A BOOK OF DREAMS by Peter Reich: Published in 1973, this book can be read on multiple levels, exploring the experience of being the son of Wilhelm Reich and engaging in a 'do-or-die' battle with UFOs. It requires an astute reader with knowledge of Reich's discoveries.
10. SYMPOSIUM ON UNIDENTIFIED FLYING OBJECTS: Hearings before the U.S. House of Representatives in 1968, this volume contains testimony from experts like Dr. J.A. Hynek, Dr. James E. McDonald, Dr. Carl Sagan, and Dr. James Harder. Dr. James McDonald's testimony is highlighted for its scientific method.

Conclusion and Call to Action

Eden concludes by stating that many other worthy writers exist and that he does not intend to slight anyone. He reiterates that the purpose of this list is to guide the neophyte researcher. He believes that studying these books will provide an excellent grounding in serious, sobering, and factual material. He advises readers to seek out other works by the same authors if a specific title is unavailable.

Advertisements and Related Materials

The issue also includes advertisements for various UFO-related publications and organizations:

  • MYSTERY OF THE SKYMEN by Commander Alvin E. Moore: Offered at a discounted price of $11.00 (regularly $15.00) for SBI members, with details on how to order.
  • The Roswell Incident by Charles Berlitz and William L. Moore: Advertised as a major feature film coming from Columbia Pictures, with an offer to purchase the hardbound edition for $10.00 plus postage from UFO News Service.

ICUFON's Action at the Senate Committee

A section details ICUFON's action at a Senate Committee on Armed Services hearing on May 14, 1981. The Intercontinental U.F.O. Galactic Spacecraft Research and Analytic Network (ICUFON) Inc. presented its research, based on leaks and declassified reports from major military powers, concerning the intruding extraterrestrial UFO forces and their impact on national and international security.

Recurring Themes and Editorial Stance

The recurring theme throughout the issue is the importance of rigorous, fact-based research in ufology, distinguishing it from sensationalism and 'baloney.' The editorial stance is one of advocating for serious investigation into UFO phenomena, acknowledging the sacrifices made by researchers, and encouraging newcomers to engage with credible literature. There is a clear emphasis on the potential dangers and implications of UFO activity for humanity, as highlighted in the reviews of books like 'MYSTERY OF THE SKYMEN' and the ICUFON Senate presentation.

This issue of GRAPEVINE, dated November 9, 1978, is presented by Marty Cannon and published by WED ENTERPRISES. It focuses on the alleged strategic operations of UFO Forces, their surveillance of military activities, and claims of government cover-ups.

Statements of Heads of State and Military Authorities

The issue begins by referencing statements from heads of state, military authorities, the U.S. and international news media, and non-governmental UFO organizations. It outlines an "Analytic Survey" that investigates the UFO Forces' grand strategic operations and their "silent-stand-by" behavior around Earth. This survey concerns:

  • A. Political and Military Tensions: The increasing tensions between superpowers, including the U.S.A. and U.S.S.R., their global military build-up, and strategic operations on ground, air, water, and outer space.
  • B. The Arms Race: The ramifications of the arms race, particularly an electronic warfare strategy in outer space involving ICBMs, thermonuclear weapons, lasers, and experimental space fighter vehicles (like the Columbia Space Shuttle).
  • C. Cover-up Policy: A centrally controlled, intergovernmental conspiratorial cover-up policy allegedly executed by intelligence agencies (USA/CIA), which includes the deployment of "UFO scientists" and celebrities to offer pseudo-scientific explanations for UFOs.
  • D. Potential Threat: The research into UFO forces' sinister operations reveals a minute profile of the existing potential threat, based on confidential data compiled by NORAD and known to the Pentagon and other military forces.

The publication then poses a question to the Senate Committee on Armed Services, asking if they have ever discarded the "national security myth" and confronted alarming realities based on declassified military and intelligence documentation. These realities include:

  • From 1946 to 1960, all top-secret military experimentations (guided missiles, nuclear power, lasers, outer space exploration) were under the surveillance of "Galactic Task Forces."
  • The Korean (1950-52) and Vietnam (1964-76) wars, and their communication areas, were under the relentless observation by "Forces from Outer Space."
  • Since 1970, Galactic Task Forces have gravitated their concentration to the Mediterranean Region, surveilling military hardware and activity resulting from the Mid-East Crisis, including the Arab-Israeli War, Iranian turmoil, and global oil needs.
  • Since 1979, leaked military reports confirm a significant increase in UFO forces' stringent reconnaissance of the Arabian Seas, Indian, and Pacific Oceans, where contending superpowers might engage in naval or air confrontations.

Conclusion and Demands

The ICUFON concludes that UFO Forces conduct strategic and tactical surveillance of military superpowers' operations, viewing their advanced weapons as "trifle noisemakers." Based on U.S. Joint Chiefs of Staff data and foreign military declassified UFO evidence, the ICUFON Inc. and related organizations advocate that the U.S. Senate Committee on Armed Services must comprehend that any confrontation with extraterrestrial forces is an "insane act" and a "hazardous gamble with the existence of human civilization," constituting a "crime against humanity."

They demand the "undeclared covert warfare against UFOs, Galactic Task Forces" be immediately terminated.

Supporting Statements

Several statements from U.S. government authorities are cited:

1. Dr. Michael MISHAUD (June 1978), Director of the State Department's International Security Department, warned that "Aliens from outer solar Systems are a potential threat to us, and WE ARE A POTENTIAL THREAT TO THEM."
2. U.S. General Benjamin CHIDLAW (1955), former Chief of U.S. Continental Air Defense, confirmed direct armed clashes with UFOs, stating, "We have stacks of reports about flying saucers, we take them seriously, WHEN YOU CONSIDER WE HAVE LOST MANY MEN AND PLANES TRYING TO INTERCEPT THEM."
3. Capt. Eduard RUPPELT (former Head of the USAF Project Blue Book) stated that in the summer of 1952, a U.S. Air Force F-86 Jet Interceptor "SHOT AT A FLYING SAUCER."
4. U.S. Army Lt.Col. Lawrence L. COYNE (November 27, 1978) made a statement before the U.N. Special Political Committee about a UFO assault against his U.S. Army helicopter.
5. Astronaut Gordon COOPER (Col. USAF, Ret.) reported his UFO forces observation in the air and outer space to the U.N. Committee through the Ambassador of Grenada.

ICUFON Request for Hearing

The ICUFON Inc. and its related UFO organizations request an immediate hearing by the U.S. Senate Committee on Armed Services to address this national/international security problem.

Enclosures

Enclosure # 1: Assault against Army Helicopter (U.S.A.)

This section details the statement by Lt. Colonel Lawrence E. COYNE, who had 23 years of military service and 3,000 hours of flying time. His statement, made on November 27, 1978, before the U.N. Special Political Committee, described an incident on October 18, 1973, involving a U.S. Army utility helicopter under his command and an unidentified flying object. The object, described as 50-60 feet long with a grey metallic structure and a large, steady, bright red light on the front, and a green light from the undercarriage, approached the helicopter at high speed. Evasive action proved futile, and the object positioned itself directly in front of the helicopter. The helicopter's magnetic compass spun, and attempts to communicate with the ground were unavailing. The helicopter began to climb at 1,000 feet per minute, despite controls set for descent. At 3,800 feet, a bump was felt. The UFO then moved westward, a bright white light was observed, and it ascended at increased speed, disappearing to the northwest. No wings, landing gear, or stabilizers were observed. Lt. Col. COYNE was convinced the object was real and that such incidents should be thoroughly investigated.

Enclosure # 2: Letter from L. Gordon Cooper

Dated November 9, 1978, Astronaut L. Gordon Cooper writes to Ambassador Griffith of the Mission of Grenada to the United Nations. Cooper expresses his belief that extra-terrestrial vehicles and their crews are visiting Earth from more technically advanced planets. He suggests the need for a high-level, coordinated program to scientifically collect and analyze data on encounters and determine how to interface with these visitors in a friendly manner. He notes that most astronauts are reluctant to discuss UFOs due to fake stories and forged documents. Cooper mentions having observed many flights of UFOs in fighter formation over Europe in 1951 at altitudes beyond the reach of contemporary jet fighters. He also recalls one occasion from space which may have been a UFO. He believes that if the UN pursues this project, more qualified people will come forward.

Enclosure # 3: Non-Governmental Organizations and Individuals for Senate Hearing

This enclosure lists organizations and individuals referred to for an invitation to a U.S. Senate Committee on Armed Services hearing on UFO analytic research. Organizations include ICUFON Inc., PPCC Inc., THE SBI Inc., and IGAPE RCN Inc. Individuals listed include:

  • Colman S. VonKEVICZKY (ICUFON Inc.)
  • Jerome EDEN (PPCC Inc.)
  • Peter MAZZOLA and James FILLOW (THE SBI Inc.)
  • Hans C. PETERSEN (IGAPE RCN Inc.)
  • Lawrence E. COYNE (Lt. Col. U.S. Army)
  • Gordon COOPER (USAF Col. Ret.)
  • Capt. Bruce L. CATHIE (New Zealand National Airways)
  • Capt. Ferdinand SCHMID (Ret. Swissair pilot)
  • Stanton E. FRIEDMAN (Fredericton, Canada)
  • Peter A. GERSTEN (Attorney at Law)

It also notes that invited speakers have addressed the British House of Lords UFO Committee and that members of the American Institute of Aeronautics and Astronautics (AIAA) are involved. A strong statement is made that "INVITATION OF SCIENTISTS ENGAGED IN PARAPSYCHOLOGY OR IN ITS RELATED 'PSEUDO'-SCIENCES SHOULD BE DEFINITELY DISBARED TO ASSURE THE CLEAN AND FACTUAL NATURE OF THE HEARING."

Grapevine Articles

Dateline: Russia

A scientist identified only as "A.C." has provided the SBI with UFO data from behind the Iron Curtain. The Soviets reportedly inform their populace that UFOs are "Western propaganda" and pure nonsense. UFO literature is strictly prohibited. Despite this, access in/out of the country is described as great, and UFO material is easier to smuggle. The article notes a contradiction, as Russia (like the USA) claims UFOs are propaganda while also having ordered two separate UFO alerts in 1979 and 1980.

Dateline: Bronx, New York

SBI subscriber James Barrett reported a UFO sighting on April 21st (year not specified, but context suggests around 1978) over the Bronx-Whitestone Bridge area. The object emitted a yellow pulsating light, hovered, made a right-angle turn, flew under the bridge, and then sped upwards. Witnesses described it as disc-shaped, silent, and not conventional. The SBI is investigating.

Dateline: Florida

Witnesses observed a strange red-glowing object descending rapidly in a zig-zagging motion, either crashing or landing. SBI investigation is ongoing. NASA claims it was a satellite re-entry, the USAF suggests it was the Northern Lights, and Cape Kennedy personnel state it was a Communications Rocket. The author dismisses all three theories.

Dateline: Romney, West Virginia

Rumors suggest a UFO crashed on the outskirts of Romney, West Virginia, approximately 30 miles north of Cumberland, Maryland. Military troops from Fort Detrick (U.S. Army) were reportedly sent to cordon off the area. This incident occurred on the same night as the Florida sighting. A military jet carrying "top-secret" documents and equipment to track missiles (UFOs?) exploded for unknown reasons several days later. The plane originated from Wright-Patterson AFB, the homebase for UFO investigations.

Military Jet Explodes Over Md.; 21 Killed

This article reports on a military jet explosion over Walkersville, Maryland, killing all 21 crew members. Bodies, debris, and classified documents were scattered over a wide area. The aircraft, an Air Force EC-135A, was based at Wright Patterson Air Force Base in Dayton, Ohio, and was carrying sophisticated radar equipment, classified documents, and equipment used to track missiles and satellites. It was on a test flight. The area was sealed by state police and military officials. Residents who witnessed the crash described the aircraft as a "ball of fire." Authorities confiscated film from press photographers.

Points to Notice:

  • Florida residents noticed a descending object at the same time West Virginia residents observed a UFO crash.
  • Army personnel from Fort Detrick were deployed at the UFO crash site and later used to cordon off the area.
  • Questions are raised about the nature of the "top-secret" documents and satellite tracking equipment on board the crashed plane.
  • The purpose of the "test flight" is questioned.
  • The press was prevented from photographing the crash, and their film was confiscated.
  • The military plane crashed only 130 miles from the alleged UFO crash site.
  • Both incidents occurred in small rural towns.
  • Confusion or diversion is suggested regarding two Petersburg locations in West Virginia.

Dateline: New York City, New York

This section thanks CBS for a 10-minute segment on "7:30 Magazine" that featured the SBI, showing FOIA documents, UFO photos, and the SBI's future goals. It notes that while it was a local show, it was well-received. Speakers included Timothy Green Beckley and Jane Allyson. A future tip advises New Yorkers and Jerseyites to pay attention to an upcoming article on UFOs by the SBI.

Books Advertised

The issue includes advertisements for several books related to UFOs and paranormal topics, including:

  • "Special limited deluxe editions" by Riley Crabb, such as "M.K. JESSUP AND THE ALLENDE LETTERS," "THE HEFFERLIN MANUSCRIPT," "FLYING SAUCERS AND THE NEW CONSCIOUSNESS," and "FLYING SAUCERS. AT EDWARDS AFB - 1954."
  • "Jim Moseley's Book of Saucer News"
  • "Flying Saucers on the Moon"
  • "Meeting on the Moon"
  • "Spacecraft from Beyond the Sun"
  • "Flying Saucers and America's Destiny"
  • "Who Flys the Saucers?"
  • "Gray Barker UFO Warning"
  • "Men in Black: Cadillacs & Laser Beams" by John Keel
  • "The Mel Noel Story"
  • Publications about the Philadelphia Experiment, including "The Philadelphia Experiment Project Invisibility" by William L. Moore and Charles Berlitz.
  • "Escape to the Inner Earth" by Dr. Raymond Bernard.

Recurring Themes and Editorial Stance

The recurring themes in this issue are the alleged strategic operations and surveillance capabilities of UFO Forces, the potential threat they pose, and a perceived government cover-up of these phenomena. The publication strongly advocates for the investigation of UFOs and expresses skepticism towards official explanations. There is a clear stance that UFOs are a serious matter of national and international security, and that the U.S. Senate Committee on Armed Services needs to take decisive action. The articles highlight a distrust of official narratives and promote the idea that a significant amount of information is being withheld from the public. The editorial stance is one of urgency and a call for transparency and action regarding the UFO phenomenon.

This issue of "UFO OVERSEAS" (page 29) features content from The Economist, specifically an article titled "Is anybody there?" which was published on March 7, 1981. The magazine also includes articles by Antonio Huneeus and Thomas Van Andel, who are listed as Foreign Representatives for Latin America and Australia, respectively. The cover of The Economist issue prominently asks "Is anybody there?" with the subtitle "As man's radio tunes to other worlds."

The Search for Extraterrestrial Intelligence (SETI)

The core of the magazine's content revolves around the scientific search for extraterrestrial intelligence (SETI). The article from The Economist, as summarized and critiqued by Antonio Huneeus, covers the primary strategies and arguments for SETI. It highlights the use of powerful radio telescopes, such as the Arecibo observatory, to detect signals from potential alien civilizations. The article discusses the statistical likelihood of other habitable planets and advanced communities in the Milky Way, suggesting that humanity might be the "newcomers" in a galactic "radio club."

Key scientific concepts explored include the Urey-Miller experiment, which simulated early Earth conditions to investigate the origin of life by producing amino acids. The article emphasizes that while amino acids are building blocks, nucleic acids are crucial for replication and are considered the "very stuff of life." The possibility of life evolving through alternative chemical elements like silicon is also mentioned.

UFO Phenomena and Mount Shasta

Beyond the scientific search for intelligent signals, the magazine also addresses the UFO phenomenon. Thomas Van Andel's article, "Fact or Fiction?", investigates reports concerning Mount Shasta in California. He recounts historical accounts of mysterious flashes, unexplained car ignition troubles, and a peculiar fog incident in 1931 that stopped a forest fire, suggesting the existence of a hidden community. Van Andel references an article by Edward Lanser in the Los Angeles Times from 1932, which claimed to have interviewed residents who knew of a "strange community" for decades. The article questions whether these accounts are fact or fiction and notes that the mystic village was reportedly discovered on the southern side of Mount Shasta by Professor Edgar Lucin Larkin of the Mt. Lowe Observatory.

Scientific and Philosophical Considerations

The issue delves into the broader implications of life's existence elsewhere. It discusses the definition of life, the process of evolution, and the probability of life arising under suitable conditions. The article from The Economist posits that if life is common, then intelligence and technology might also be widespread. It also touches upon the Fermi paradox – if advanced civilizations exist, why haven't they colonized the galaxy?

Furthermore, the magazine considers the nature of alien intelligence, suggesting it might not conform to terrestrial principles and could even involve non-biological entities like thinking machines or "superchips." The potential impact of discovering alien intelligence on science and religion is also explored, drawing parallels to historical scientific revolutions like those initiated by Galileo and Darwin. The article suggests that science and religion need not clash, as the concept of God is metaphysical and beyond the scope of physics.

Recurring Themes and Editorial Stance

The recurring themes in this issue are the search for extraterrestrial intelligence (SETI), the scientific investigation into the origin of life, and the exploration of unexplained phenomena like UFOs, particularly in the context of Mount Shasta. The editorial stance, as presented through the selection of articles and the critique of The Economist's piece, appears to be one that acknowledges the scientific pursuit of SETI while also remaining open to, and investigating, more anomalous phenomena. There's a critical engagement with established scientific narratives, as seen in Huneeus's commentary on The Economist's article, and an exploration of speculative possibilities regarding alien life and its potential impact on human understanding.

UFOs and the Government

Several articles delve into the alleged involvement of government agencies in UFO research and suppression:

  • 'The CIA and UFOs' by Charles Bircheat: This article asserts that the CIA, NSA, and Military Intelligence have been actively involved in UFO investigation, collection, analysis, and suppression since the CIA's inception in 1948. It details the roles of various CIA directorates and centers, including the National Photographic Interpretation Center (NPIC), in analyzing UFO data, both photographic and non-photographic. The article claims that domestic data was collected from the Air Force and other intelligence agencies, while foreign data was gathered through various channels. It also alleges that agents were employed to harass and silence UFO witnesses and photographers, and that disinformation was disseminated to mislead the public.
  • Project Blue Book: The article suggests that the Air Force's Project Blue Book was a public relations front designed to mask the CIA's secret research. It states that Blue Book's limited resources were a deliberate strategy to avoid duplicating the CIA's efforts.
  • Office of Naval Intelligence (ONI): The ONI was also involved in UFO research, with a project initiated in April 1952 following an incident where Navy Secretary Dan Kimball's plane was buzzed by UFOs. The article mentions that ONI analyzed films and provided technical support, and that a course in UFO investigations was taught at the Naval Intelligence school. It notes that the Navy has never publicly released summaries of its UFO investigations.
  • The Robertson Panel: The article mentions that following the Robertson Panel meetings in January 1953, certain NavPIC personnel moved to the CIA to form the Photographic Group, which later became NPIC. Photographic evidence forwarded to NPIC is listed, including incidents in Rapid City, South Carolina; Port Moresby, New Guinea; and near Dayton, Ohio.
  • Key Figures: General Charles P. Cabell, former Director of Air Force Intelligence and CIA Deputy Director, and Robert Amory, Jr., former Deputy Director for Intelligence (DDI), are identified as having primary responsibility for the CIA's interest in UFOs and the formation of NPIC.

'HANGER-18' Film Review

Katherine Le Duc reviews the film 'Hanger 18,' which is presented as fact but described as fiction. The film reportedly involves a satellite being placed in orbit, its impact with a UFO, the death of a crew member, and a controlled landing of the UFO in the Arizona desert. The review criticizes the film's pseudo-scientific theories, technical execution, and dialogue, though it praises the actors' performances. It notes that the film credits organizations like Dr. Hynek's Center for UFO Research and Ground Saucer Watch, urging viewers to view it as fiction.

UFOs and Energy Conservation

An article on the first page provides tips for saving water and energy, suggesting actions like reporting open hydrants, taking shorter showers, using water-saving shower heads or flow restrictors, and using dishwashers and washing machines only with full loads. It highlights that a one-drip-a-second leak can waste up to 700 gallons of hot water a year.

Recurring Themes and Editorial Stance

The recurring themes in this issue are UFO sightings, government secrecy and cover-ups, and the potential for alien contact. The magazine appears to adopt a stance that UFO phenomena are real and that government agencies have been actively involved in investigating and potentially concealing information about them. The 'Reader Feedback' section and the detailed articles on CIA and ONI involvement suggest a belief in the authenticity of UFO reports and a critical view of official explanations. The inclusion of a film review and book advertisements further indicates a focus on popular interest in UFOs and related topics. The editorial stance seems to be one of informing the public about alleged hidden truths regarding UFOs and encouraging critical thinking about official narratives.

Title: THE SPOTLIGHT
Issue Date: 1981
Publisher: SCIENTIFIC BUREAU OF INVESTIGATION, INC.
Document Type: Magazine Issue

This issue of THE SPOTLIGHT, published by the Scientific Bureau of Investigation (SBI), focuses on internal procedures, new personnel, and a public call to action regarding UFO investigation.

Forms and Procedures

The issue begins by detailing new forms instituted by the SBI for its State Directors and Chief Investigators. These forms are crucial for documentation purposes and include:

  • PHOTO/FILM DATA: To be filled out when film or photos indicating a possible UFO have been obtained.
  • WITNESS AUTHORIZATION: A mandatory form for every SBI investigation. No analysis (photo, voice stress, hypnosis) will be performed unless this form is completed and signed by the witness. Investigations will not proceed without witness consent to the SBI's terms.
  • UFO TEST: A form for new candidates applying for investigatory positions (other than subscribers or consultants). This form must be completed by the candidate and returned with their questionnaire, remittance, and a photo. No application will be processed without this form.

It is emphasized that State Directors are responsible for providing copies of these forms to their Chief Investigators, who in turn must provide copies to their Field Investigators.

New Members and Investigators

The magazine introduces several new members and investigators joining the SBI:

  • Piril Inan (Field Investigator, New York City): A graduate of the University of Munich, she is a travel consultant who speaks German, French, Turkish, Greek, and African. Although she has not encountered a UFO, she is considered an asset to the SBI.
  • Blaine Hamrick (Field Investigator, Irving, Texas): Nearly 23 years old, he attends Northlake College and the University of Texas. He is self-employed and owns an Audio-Digital business. He observed a UFO in 1979, is a member of MUFON and the Carbondale UFO Study Group, and is an amateur ham-operator. The SBI anticipates him being an excellent investigator for Texas, a state with high UFO activity.
  • Max Petrie (Staff Writer, Ohio): A 36-year-old graduate of Vanderbilt University and NYU's Columbia University Film School, he is an Adjunct Professor of Fine Arts and a freelance writer. While he has never seen a UFO, the SBI looks forward to his contributions.
  • William Wasson, Sr. (Field Investigator, Ohio): A gage maker by trade, he formerly worked as an investigator for a private firm. He has observed a UFO once and is eager to be an investigator for the SBI.
  • Ida Jenkins (Field Investigator, Ohio): The wife of Bill Wasson, she kept her maiden name for business reasons. She was also an investigator for a private detective agency and observed a UFO in 1975. Both Ida and Bill own a DR 70 computer and practice astrology.
  • Bufford Ratliff (Field Investigator, Kentucky): A Mill furnace operator who has seen UFOs many times. He has a 20-year background in UFOs, has read extensively on the subject, and has appeared on TV, radio, and in newspapers. The SBI welcomes his knowledge.
  • Fred & Phyll Dickeson: Former editors/publishers of the New Zealand UFO magazine ZENOLOG, which ceased publication after 125 issues. They are currently preparing a book on their experiences and knowledge of Urology and will keep the SBI informed of New Zealand UFO activity.
  • George Fawcett (Consultant, N. Carolina): A well-known ufologist with over 38 years of experience. He is a veteran UFO lecturer and writer, author of "Quarter Century Studies of UFOs in Florida, N. Carolina & Tennessee" (1975), and teaches ufology at Gaston College. He is also a MUFON State Director of N. Carolina, a member of APRO and NICAP, a movie consultant, and has written numerous articles. His acceptance of a consultantship for the SBI is considered a privilege.

The issue also thanks individuals for renewing their memberships and upgrading to investigatorship.

Free Bonus Gift Certificate

A gift certificate is featured, offering a "FREE BONUS" valued at $5.00 for new membership enrollment in the Scientific Bureau of Investigation, Inc. The certificate is dated 1981 and signed by R. Maggda, International Director.

Petition for Amendment

A significant portion of the magazine is dedicated to a petition addressed to the President of the United States and Congress. The petition argues that the worldwide presence of UFO activity poses a severe threat to world security and peace. It criticizes federal cover-ups for creating confusion and skepticism, hindering Americans' right to know the truth about UFOs, and wasting tax dollars on other programs. The petition calls for an amendment to the US Constitution that would delegate the United Nations, with the aid of UFO/civilian organizations, to openly investigate UFOs that may pose a threat to global peace.

Instructions are provided for copying, distributing, signing, and mailing the petition. The call to action emphasizes the urgency of the situation, stating, "NOW is the time to STAND UP AND BE COUNTED. Act now! So our Government does not cover-up the existence of UFO/alien existence for another three (3) decades."
