Recurring Themes and Editorial Stance

The recurring themes in this issue are UFO sightings, alleged encounters with extraterrestrials, and the investigation of these phenomena, primarily within South America. The editorial stance, as expressed in the 'Conversa com o Leitor' (Conversation with the Reader) section, advocates for a serene and non-hysterical approach to UFO research. It criticizes sensationalism and emphasizes the importance of collecting data and conducting comparative studies, citing the 'Baleia' case as an example of meticulous research. The publication also touches upon the international context of UFO research, mentioning organizations like NICAP and BUFORA, and contrasts the open discussion of the topic in the West with potential suppression in Eastern Bloc countries. There's a clear call for continued, serious investigation, and a plea for members to pay their contributions to ensure the continuation of the Boletim's publication.

This document, titled "HISTÓRICO," appears to be an excerpt from a publication detailing historical UAP (Unidentified Aerial Phenomena) cases. The primary focus is on a significant event that occurred in Belo Horizonte, Brazil, on September 14, 1967, and a related case from 1963.

Case 1: Belo Horizonte, September 14, 1967

The report begins with an account of being called to the Department of Social Vigilance in Belo Horizonte on September 14, 1967. There, Delegate Dr. David Hazan introduced them to a young student, Fábio José Diniz, who was emotionally distressed and wished to recount an experience from about an hour prior. After initial reports, a police vehicle took them to the football field of Hospital da Baleia, identified as the location of the incident.

Fábio J. Diniz, 16 years old, stated that around 10:30 AM on Thursday, September 14, he arrived at the "Baleia" bus terminal and walked towards a distant pavilion of the hospital, intending to sell metal blinds. Around 10:50 AM, while walking along an asphalted avenue leading to the hospital's football field, he noticed a strange object resting in the middle of the field. Initially thinking it was part of a military enlistment week experience, he approached out of curiosity. Suddenly, with a faint, indefinable noise, a transparent, glass-like screen descended from the object's dome to the ground. An inscription, resembling a drum or cylinder, was visible on the base of the dome. Two strange individuals then emerged from an opening in the cylinder, moving side-by-side. Fábio stepped back, but a voice commanded him to "DON'T RUN! COME BACK!".

Facing the beings at about 5 meters, Fábio observed one of them walk around the cylinder while the other spoke to him in perfect Portuguese: "SHOW UP HERE TOMORROW, AT THE SAME TIME; OTHERWISE, WE WILL TAKE YOUR FAMILY."

The second individual rejoined the first, carrying an apparatus that appeared to be a weapon. The speaker then gestured for the second individual to enter the cylinder. They disappeared into the opening, which then closed, and the transparent screen retracted with the same hissing sound it made upon descent. The object emitted a sound described as a "passaro-ferreiro" (iron bird) or "arapon-ga" and then began a slow, silent vertical ascent. Fábio, terrified, perceived its oblique and slow flight as he looked back. On his second glance, the object had vanished.

Description of the Individuals

The beings were described as 2 to 2.10 meters tall, with human-like proportions and robust builds. They wore tight, green suits covering them from head to toe, resembling divers' attire. Only their faces were visible, with greenish skin, widely spaced round eyes lacking visible sclera, and thick, triangular eyebrows. Their mouths and noses were not visible, covered by a dark, protruding structure. A tube extended from the base of this structure down their chests. Their heels were described as strangely swollen, and their hands appeared to have four thick fingers, all covered by their suits. The leader had an antenna emerging from his head, and the other carried the "weapon."

Object Description

The object consisted of four parts: a spherical dome, 20 meters in diameter, colored brown, with a row of porthole-like openings that were seen rotating during takeoff. The flat base of the dome had luminous red, yellow, and blue stripes that flashed intermittently. Below this was a black, shiny cylindrical section, over 3 meters wide and more than 2 meters high. A door occupied a significant portion of its width, through which nothing inside was visible. The "glass curtain" was perfectly transparent and showed no reflections despite its curvature. A horizontal triangular protuberance was noted on the central upper part of the dome, which remained stationary during the dome's rotation.

After the encounter, Fábio rushed to the bus stop to inform his mother about the threat. However, he reconsidered and decided to report to the police, arriving at the Department of Social Vigilance about 45 minutes after the incident. The report notes that the recording of his testimony might provide further details.

Investigation and Hypotheses

The investigation, conducted by CIPEX and GENA, initially considered subjective explanations for Fábio's report, such as conscious fantasy (hoax) or unconscious fantasy (illusion or hallucination). If these were ruled out, the objective reality of the incident would be considered.

Field data collection included an examination of the location. A reconstruction of the scene was performed the following day with a CICOANI team, the young man, police, and military personnel. Attempts were made to detect magnetism, but variations were insignificant. A test for radioactivity could not be performed due to the lack of equipment. A small portion of apparently carbonized, granular material was collected near the center line of the field.

Interviews with hospital staff and nuns revealed no unusual observations from others at the time of the incident. However, the investigation noted that the young man exhibited a tendency towards fantasy and a degree of suggestibility. It was also revealed that he had recently attended a funeral before the alleged encounter. The report also mentions a film shown in Belo Horizonte about flying saucers, similar to his description, which he claimed not to have seen.

Negative Criticism

The investigation found it strange that such a large object could escape the perception of others nearby. The subject's propensity for fantasy and suggestibility were noted.

Positive Criticism

The report was deemed intrinsically coherent and consistent in its sequence and conclusion.

Contemporaneous Observations and Similar Cases

The issue mentions that numerous contemporary observations of UANI (Unidentified Aerial Navigators) occurred in the Belo Horizonte area around the time of the Baleia Case. Several particularities of the Baleia Case showed similarities to cases in San Casciano, Catania, Pajas Blancas, Rio Pardo, Itajubá, and the State of Rio. Most of these cases were published after Fábio's report, and he claimed no prior knowledge of them.

Laboratory Analysis of Material

The collected substance, found near the alleged landing site, consisted of small, black, light grains of irregular shape with a bad smell. It was analyzed at the Central Institute of Geosciences of the Federal University of Minas Gerais. A radiation test yielded negative results. Spectrographic analysis identified major constituents as Iron, Aluminum, Magnesium, and Silica, with trace elements including Copper, Phosphorus, Zinc, Cobalt, Zirconium, Nickel, and Titanium. The analysis was performed by Professor Edmar Vaz de Mello e Araújo.

Case 2: "Sagrada Família" (August 28, 1963)

This section details another UAP incident that occurred in Belo Horizonte on August 28, 1963. Three children—Fernando Eustaquio Gualberto (14 at the time of reporting), Ronaldo Estáquio Gualberto (7 at the time of the incident), and José Marcos Gomes Vidal (7 at the time of reporting)—reported observing a spherical object in their backyard.

Around 7:00 PM to 7:30 PM, after dinner, Fernando and his companions went to the backyard. Fernando noticed the area was brightly lit, though it was nighttime. José Marcos went to a water tank. Ronaldo was surprised by a bright light illuminating the yard, even though the lamp was off. They saw a spherical object, illuminated from within, with transparent walls, hovering about 5 meters above the ground and 8 meters from them, over an avocado tree. The object's diameter was compared to the main room of their house (3 to 3.5 meters), and it appeared to be divided into "small squares."

Inside the sphere, four individuals were visible, seated on single-legged stools. One, seated in the back, was described as masculine and robust. In front of him sat what appeared to be a woman with long, blonde hair. Another man, leaner than the first, sat in front, seemingly controlling instruments on a panel with a screen resembling a television. A fourth "man" sat to the left of the "woman." All wore what looked like diving suits with transparent helmets or domes. Their uniforms were described as brown on the torso and white below the waist, turning black down to the feet, made of leather and appearing "wrinkled."

Two parallel, yellowish light beams descended from the object. One of the "men" floated down, touching the ground gently, and approached the observers. Fernando and Ronaldo were stunned, while José Marcos, with his head in the water tank, noticed nothing. The being walked with a heavy, measured gait towards the cistern and stopped, extending an arm towards José Marcos. Fernando, thinking it was a threat, pushed José Marcos to the ground. The being then looked at Fernando and Ronaldo. Ronaldo had moved towards the house to flee but stopped when his knee hit the corner. The being's gaze fixed on Ronaldo.

Interaction with the Being

The being sat by the cistern, facing the object, its head height exceeding that of the cistern's crank. Fernando, seeing an opportunity, picked up a piece of brick to throw at the being. The being, as if sensing this, turned rapidly and projected a beam of yellow light from a rectangular surface on its chest, hitting Fernando's hand and causing it to tremble. The brick fell, and the boys noticed the being received a dissuading gesture from a companion in the object. This being also had only one eye.

The being then spoke in a strange, deep voice, using gestures. Fernando stated he didn't understand the language but felt his fear subside. The being had only one eye, a large, dark, round eye with a horizontal slit instead of a pupil. Its skin was reddish-brown, and its teeth were white. The being's canines were described as much larger than those of the children. The being's movements were described as slow and deliberate, with difficulty bending its arms. It made gestures with its hands, including forming a circle with its index finger and thumb, then tracing circles in the air with the other index finger. It pointed to the moon and made a gesture of raising its hands, indicating flight.

The being then returned to the object, picked up a leaf, and re-entered the craft via the light beams. The object ascended rapidly and silently in an oblique direction towards the east, disappearing. The children ran inside the house, and their mother, Da. Maria José, was alerted by their cries. She noted a brief, strong flash of light entering her room.

Investigation of the Sagrada Família Case

Mr. Alcides Gualberto, the father of the children, was informed and went to examine the yard. He found several small, triangular marks in the dirt, about 1.5 cm deep, indicating something heavy had been there. Neighbors were skeptical of the children's story. The children became reluctant to go into the yard at night, which was unusual for them.

Subsequent investigations by CICOANI, including interviews and a nighttime reconstruction of the scene, were conducted. Photographic coverage and psychological tests were attempted but interrupted. The report includes excerpts from a second interview with Fernando, Ronaldo, and José Marcos, detailing their observations.

Research Orientation and Ufology

The document also touches upon research methodologies in ufology, citing Professor Hermann Oberth and the importance of lay investigators. It discusses different aspects of UAP research, including historical cases, present observations, and future speculations. The authors advocate for an open exchange of information among research groups, noting that regulations from the U.S. Air Force might restrict such cooperation.

Recurring Themes and Editorial Stance

The publication strongly supports the reality of UAP phenomena and extraterrestrial encounters, encouraging open-minded investigation and criticizing the skepticism of some scientists. It emphasizes the importance of detailed witness testimony and physical evidence. The articles present a clear stance that UAP are not mere fantasies but represent a genuine, albeit often misunderstood, reality that challenges contemporary scientific paradigms. The publication seems to be a platform for disseminating research and findings from organizations like CICOANI, CIPEX, and GENA, aiming to legitimize the study of UAP.

This issue of CIPEX e GENA, identified as issue number 14, delves into the methodologies and reported cases of UFO (Unidentified Flying Object) investigations, with a particular focus on Brazil. The publication emphasizes a systematic approach to witness interviews, evidence collection, and case analysis, while also touching upon the broader context of ufology and its relationship with other scientific and pseudoscientific fields.

Investigative Methodology

The publication outlines a detailed protocol for interviewing witnesses, emphasizing active listening, non-judgmental questioning, and the use of supplementary questionnaires to clarify details and establish a chronological sequence of events. It stresses the importance of avoiding preconceived notions and formulating questions that are open-ended and relevant to the witness's experience. The process includes techniques such as accompanying the witness's narrative with notes or recordings, and potentially using 'complementary questionnaires' to address obscure points. The use of sketches ('croquis') and 'composite sketches' ('retrato falado') is also highlighted as a valuable tool for visual documentation.

Furthermore, the publication discusses the importance of 'ambientation,' which involves understanding the witness's social, educational, professional, and health background to better assess their testimony. It suggests that in regions with less exposure to mass media like television and fiction magazines, the risk of suggestion is reduced. The process also includes a 'reconstitution' of the event as soon as possible after the sighting, often involving on-site investigations and photographic documentation.

Psychological tests are mentioned as a means to evaluate the witness's personality and potential biases, with a reference to Professor Húlvio B. Aleixo as an expert in this area. However, the publication expresses reservations about certain psychological methods, deeming them potentially intrusive and not always beneficial for strengthening public confidence in witness testimony.

Delimitations in Research

Under the section 'DELIMITAÇÕES NA PESQUISA' (Delimitations in Research), the publication addresses the boundaries of UFO investigation. It advocates for a balanced approach, avoiding both excessive fear of the unknown and undue optimism. The text notes the ongoing pressures surrounding the UFO subject, referencing a USAF regulation (200-2) that reportedly discourages open discussion. It also discusses the potential for psychological disturbances to be misattributed to UFO experiences, cautioning against the stigmatization of witnesses by linking them to mental illness. The publication distinguishes between genuine UFO phenomena and 'farsas' (hoaxes), suggesting that hoaxes are typically perpetrated for personal gain and are rarely beneficial to the ufological field.

The publication also clarifies its stance on parapsychology, acknowledging its resurgence but stating that it does not engage with subjective, uncontrollable mental phenomena. It asserts that ufology is an objective, practical, and concrete subject, and therefore, subjective parapsychological studies are outside its scope. The authors express a desire to avoid aggressive or pejorative language when discussing phenomena, recognizing that witnesses are often sincere individuals who cannot fully explain their experiences.

Synthesis and Case Studies

A 'SÍNTESE' (Synthesis) section compares the allure of a new UFO landing report to a collector's fascination with an exotic butterfly, highlighting the researcher's drive to explore the unknown. The issue then presents a comprehensive list of possible details for a UFO contact, categorized into sections such as the importance of the case, characteristics of the flying object, details about the occupants ('tripulantes'), the nature of the contact, and information about the witness(es).

The core of the issue is a detailed statistical compilation of UFO sightings in Brazil during 1967, titled 'ESTATÍSTICA SOBRE DV, REFERENTE AO ANO 1967'. This section meticulously lists numerous incidents reported throughout the year, including:

Recommended Books and Notes

The issue also includes a section recommending books on UFOs, such as "DISCOS VOADORES, DA UTOPIA A REALIDADE" by Artur Berlet, and "DISCOS VOADORES" by Coelho Neto. It also lists "LIVRO VERMELHO DOS DV" by Flavio Pereira and an article by Heitor Durville. A note of condolence is made regarding the passing of Dr. Olavo Teixeira Fontes, a noted ufologist.

Finally, a section titled 'NOTAS ESCLARECEDORAS' (Clarifying Notes) provides brief explanations or additional information related to various points, including drawings, specific cases, and scientific observations concerning UFOs and related phenomena.

Recurring Themes and Editorial Stance

The recurring themes in this issue are the rigorous methodology of UFO investigation, the detailed documentation of sightings, and the statistical analysis of reported events, particularly within Brazil. The editorial stance appears to be one of serious, systematic inquiry into the UFO phenomenon, while maintaining a critical distance from subjective interpretations and unsubstantiated claims. The publication emphasizes objectivity, evidence-based analysis, and a cautious approach to parapsychological or purely subjective aspects of the phenomenon. There is a clear effort to distinguish between credible reports and potential hoaxes or misidentifications, and to present a balanced perspective on the subject.

This issue of the bulletin, numbered 62, continues the exploration of "DEVELOPMENT OF CONTACTS" with extraterrestrial humans and humanoids. It aims to further this approach by publishing new and sensational cases, particularly from South America, and by offering a program on "how to do a research about a contact and (or) Flying Saucer landing".

Research and Cases

The bulletin notes a lack of research reports from local groups in Argentina, thus publishing paper clippings sent by friends. In Brazil, CICOANI (Belo Horizonte) is commended for its excellent work on the "BALEIA" case and similar local cases. The case of CICOANI'S "SAGRADA FAMÍLIA" is reported in Portuguese in this edition, having been previously published in English in SBEDV's nr. 51/53 and SBEDV's nr. 48/50.

Regarding the "program for a contact research" (item D), the bulletin explores the reasons for slow development and why science officially turns away from Flying Saucer research. Several footnotes (5, 8, 12, 14, 25, 30, 31) and text sections mention difficulties arising in research, with some detailed in footnotes 13, 15, 17, and 27.

A standardization of approach to witnesses is proposed (D-13), involving an initial un-rehearsed report, followed by a second report with questions and counter-questions. The sketches made by the witness and photographic reconstitutions are also mentioned.

The bulletin highlights that some citizens cause problems for serious UFO research by focusing on issues like farces, mental diseases, and parapsychology, which are unrelated to UFOs but used by psychologists to silence the topic. This is discussed in relation to footnotes 32, 33, 34, 23, 24, and text D-14.

UFO reports from Brazil in 1968 are mentioned in item E, and statistics from 1967 are in item F. The bulletin also pays tribute to the late Dr. Olavo T. Fontes, a Brazilian medical doctor and researcher.

English Summary

The present Bulletin, in continuation of nr. 60/61, intends a further approach on the "DEVELOPMENT OF CONTACTS", with extraterrestrial humans and humanoids. This is being done by publishing the new and sensational cases, specially in South America and also by giving a program as to "how to do a research about a contact and (or) Flying Saucer landing".

In so far no reports of research by local groups in Argentina has reached us and so the paper clippings send to SBEDV by friends are published in item B (3 to 8).

In Brazil has CICOANI (Belo Horizonte) being doing an excellent work about the case of "BALEIA" (item C-10) doing also a painstaking research about similar -local cases and elsewhere. The case of CICOANI'S "SAGRADA FAMÍLIA" is reported in portuguese in this Edition, but has been reported allready in english in SBEDV's nr. 51/53 (by CICOANI) and nr. 48/50 (by SBEDV).

In regard to the "program for a contact research" (item -D-) one "proposes" first the reason for the slow development (in D-12) and why science still turns (officially) away from Flying Saucer research. Some comments in regard to this may be found in the following footnotes of item I (5, 8, 12, 14, 25, 30, 31). Some of the difficulties which arise in research are mentioned in the text, other ones in footnotes 13, 15, 17 and 27.

A standardisation of approach to the witness is layed out in D-13-. One proposes first an un-rehearsed, un-interrupted report by the witness. In a second report, questions and counter questions are put up. The sketches executed by the witness and under his guidance are mentioned, also a photographic reconstitution of the event, under the guidance of the witness.

There are still some un-alert citizen who play havoc with the seriousness of Ufo research and therefore, matters are focalized so as 1-farse, 2-mental diseases, 3-parapsychology, which are unrelated to Flying Saucers, but have been used by the clever psychologists of Ufo silencing, in being brought in confusion and collision with Ufology (read also footnotes nr. 32, 33, 34, 23, 24, and text D-14).

In regard to Ufo reports in Brazil in 1968 some are mentioned in item E and the statistic of 1967 is found in item F. In memoriam to the untimely death of the great brazilian and south american ufo research personal, Dr. Olavo T. Fontes, a short previous note is given out (G), but we hope to focalize in future Bulletins this outstanding medical doctor, teacher and human being.

Recurring Themes and Editorial Stance

The bulletin consistently advocates for rigorous, unbiased UFO research, emphasizing the importance of accurate witness testimony and critical analysis of information. It expresses skepticism towards organizations and individuals perceived as promoting disinformation or secrecy within the ufological community. The editorial stance appears to be one of promoting transparency, encouraging serious investigation, and warning against manipulation and sensationalism. There is a clear emphasis on distinguishing genuine UFO phenomena from psychological or sociological explanations, while also acknowledging the potential psychological impact on witnesses. The bulletin also seems to support a more scientific and less politically influenced approach to ufology.
